项目简介
Program Introduction
优秀青年科学基金项目(海外)旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
The Excellent Young Scientists Fund Program (Overseas) aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign nationals) who have demonstrated strong achievements in natural sciences or engineering. The program encourages these scholars to return to (or come to) China to conduct independent and innovative research,accelerate their professional development, and become leading academic figures at the frontiers of science and technology. This initiative supports the national strategy of building a strong scientific and technological nation.
申报条件
Application Criteria
以下条件参考2025年申报指南，最终请以2026年发布的指南为准。
优秀青年科学基金项目(海外)的申请人应当具备以下条件:
遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神;
出生日期在1986年1月1日(含)以后
具有博士学位;
研究方向主要为自然科学、工程技术等;
在取得博士学位后至2026年4月15日前，一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位，且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求(不适用于通过中外联合培养方式取得海外博士学位的情况)
在海外工作期间，同时拥有境内带薪酬职位的申请人，其境内带薪酬职位的工作年限不计入海外工作年限
取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力;
申请人尚未全职回国(来华)工作，或者2025年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
限项要求:
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。
The following requirements are based on the 2025 application guidelines; please refer to the guidelines to be issued in 2026 for the final and authoritative Criteria.
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria:
A.Comply with the laws and regulations of the People’s Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
B.Born on or after January 1, 1986.
C.Hold a doctoral degree.
D.The main research focus shall cover natural sciences, engineering, and related fields.
E.Since obtaining a doctoral degree until April 15,2026, applicants are generally required to hold a formal teaching or research position at a renowned overseas university, research institution, or corporate R&D organization for at least 36 consecutive months.Exceptions may be made for those who obtained their doctoral degree overseas and demonstrate particularly outstanding achievements, allowing fora relaxation of the work experience requirement.(This does not apply to those who obtained their doctoral degree through Sino-foreign joint training programs.)
During the period of overseas employment, if an applicant also holds a paid position in China, the duration of that domestic position will not be counted as part of the overseas work experience.F.Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
G.Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2025, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.
2. Restrictive Requirements
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent programs. Individuals at the same level of the national science and technology talent program can only undertake one project and are not allowed to apply for projects at a lower level.

In the 2025 Times Higher Education (THE) Asia University Rankings, Tianjin University continued to climb steadily, ranking 13th among universities in the mainland of China and 32nd among Asian universities.
3月12日发布的2025-QS世界学科排行榜中，天津大学有3个学科进入全球前50，建筑学排名第30名，艺术史排名第38名，化学工程位列全球第41名。
In the 2025 QS World University Rankings by Subject, released on March 12, Tianjin University had three subjects ranked among the global top 50: Architecture (30th), History of Art (38th), and Chemical Engineering (41st).

2025年科研经费再创新高，实到竞争性总经费31.17亿元，同比增长30.56%。获批国家重点研发计划项目21项，国家自然科学基金项目409项；获批国家社科基金重大项目5项，其中年度重大项目4项，立项数量位列全国第16位，创历年新高。作为第一完成单位、第一完成人通过2025年国家科学技术奖初评5项。
In 2025, the University’s research funding reached a new record high, with RMB 3.117 billion in competitively awarded funds, an increase of 30.56% over the previous year. The University had 21 projects under the National Key R&D Program and 409 projects funded by the National Natural Science Foundation of China approved. In addition, five major projects under the National Social Science Fund were awarded, including four annual major projects, ranking the University 16th nationwide by number of approved projects and setting a record high. As the lead institution and first author, the University had five projects pass the preliminary evaluation of the 2025 National Science and Technology Awards.这里平台一流，科研硬核

2019年10月，国家重大科技基础设施——大型地震工程模拟研究设施正式启动建设。2024年11月，该项目在天津大学通过国家验收并正式投入运行。
In October 2019, the construction of the Major National Science and Technology Infrastructure – National Facility for Earthquake Engineering Simulation officially began. In November 2024, the project passed national acceptance at Tianjin University and was officially put into operation.
学校获批建设的合成生物学前沿科学中心，是教育部首批批复建设的7个前沿科学中心之一。
The university has been approved to establish the Frontier Science Center for Synthetic Biology, one of the first seven frontier science centers approved by the Ministry of Education.
